Health-plan technical notes
Preparation and update of the actuarial technical notes behind complementary health plans, prepaid medicine and benefit plans: population, frequencies, costs and the resulting premium, with every assumption stated.
I’m Jessica Franco, an actuary with an MSc in Actuarial Science from the University of Leicester. Throughout my career I have created, shared and delivered projects that assess an organisation’s financial impact and uncertainty. I have built technical notes from inside Colombian health insurers (EPS) and reviewed them at Colombia’s National Health Superintendency.

Where I have worked
What sets me apart
I know what the reviewer will ask before they ask it, because I have sat on that side of the desk.
I led the actuarial function at Famisanar, Compensar and Coosalud, and was the Appointed Actuary (Actuaria Responsable) at Famisanar.
At Colombia’s National Health Superintendency I assessed supervised entities’ compliance with actuarial regulation.
I answer in the document what the reviewer will ask: stated assumptions, cited sources and calculations anyone can reproduce.
Services
I work with health insurers (EPS), healthcare providers (IPS), prepaid-medicine companies and insurers. I build the calculation, document it so a third party can reproduce it, and stay with it until the review is closed.
Preparation and update of the actuarial technical notes behind complementary health plans, prepaid medicine and benefit plans: population, frequencies, costs and the resulting premium, with every assumption stated.
Claims, frequency and severity analysis to test whether the premium or the UPC (Colombia’s capitation payment) covers the risk, with projections and sensitivity scenarios.
Calculation, validation and documentation of technical reserves, with the traceability that regulatory supervision demands.
Technical preparation of responses to the regulator’s findings and information requests. I understand what the reviewer is looking for because I was in that seat.
A second opinion on technical notes, models or reports before you file them: method errors, unstated assumptions and how sensitive the result is to each one.
Pricing and reserving for life, health and other lines, drawing on experience leading actuarial work at an insurer and at a consultancy.
Approach
A technical note holds up when any third party (the regulator, the statutory auditor or your board) can redo the calculation and reach the same figure. This is how I get there:
Before modelling, I check quality, completeness and consistency. Delivery time runs from when the final data are complete, so the final figure is solid.
Every assumption is written down, justified and sourced. Nothing is left implicit or depends on a conversation nobody documented.
I build the calculation with data-science tools, so it can be followed step by step.
Technical note and actuarial inputs for the regulatory templates, coordinated with your accounting and reporting teams.
I stay with you when the regulator’s comments arrive, until the review is closed.

Proposal
Every proposal comes with scope, timeline and a fixed price per deliverable, agreed from the start. You know what you get, when you get it and what it costs.
On delivery of each deliverable. Each technical note is paid when you receive it.
Regulatory support. After delivery, while the regulator reviews the document.
Send me a short description of the scope and I will reply with a technical and financial proposal.

Profile
Jessica Franco · Actuary and data scientist · MACA 147
My career has taken me through the insurance industry association, insurers, actuarial consulting, the leadership of the actuarial function at three Colombian health insurers (EPS) and Colombia’s National Health Superintendency.
That path left me with one conviction: the best technical note is the one a reviewer can follow without having to call anyone. That is why I write down every assumption, every source and every step of the calculation as if I had to review it myself, because I have.
Actuarial and statistical analysis with its technical rationale. Legal, accounting and reporting matters are coordinated with your teams.

The earlier the actuarial analysis comes in, the stronger the technical note. Tell me what you need and I will reply with the scope, the information required and the delivery times.
